BILL SUMMARY: 

SB 594 extends the exemption from registration and VLF fees  
that is currently available to military personnel whose  
vehicles are currently registered in other states to  
spouses of those personnel

STAFF COMMENTS:  

Current law provides that military personnel who are not  
residents of California but who are on active duty in  
California are not subject to vehicle registration and  
vehicle license fees on their vehicles if those vehicles  
are currently registered in  a "foreign" state.  ("Foreign"  
state means a state other than California.)  This exemption  
also applies to military personnel who are residents of  
California and are returning to California with a vehicle  
that's currently registered in another state.  Once the  
foreign state's registration expires, then the vehicle  
would be subject to California registration.

SB 594 extends this exemption to spouses of military  
personnel so that a spouse who wants to own a vehicle in  
his or her own name is not subject to California  
registration as long as the vehicle is validly registered  
in another state.
